Recent Legislative Updates: Effective July 1, 2026

Bannock County DMV is preparing for several changes to Idaho vehicle registration laws. Please review the following updates to see how they may affect your next visit or online renewal.


HB533 – Elimination of Registration Decals

Starting July 1, 2026, the State of Idaho will no longer issue or require physical month/year stickers for license plates.

  • What stays the same: You are still required to renew your vehicle registration annually or biannually. ITD will send you a notice before your registration expires to remind you.

  • What changes: You will no longer receive a decal to place on your plate. Law enforcement will verify registration status electronically.

HB577 – Plate Replacement Cycle

The mandatory 10-year license plate replacement requirement has been repealed, effective July 1, 2026.

  • New Standard: License plates will now be replaced on an “as necessary” basis (e.g., if the plate becomes damaged, faded, or illegible) rather than on a fixed 10-year schedule.

HB629a – Electronic Registration Certificates

New legislation streamlines the online renewal process by providing immediate digital documentation.

  • Digital Access: When registering your vehicle online, you will now have the option to receive an electronic vehicle registration certificate that they can then print.

  • Physical Requirement: Please note that Idaho law still requires you to keep a physical copy of your registration inside the vehicle at all times.

  • Three-year plates: Classic Vehicle, “Old-Timer,” and other three-year plates will not have to recertify their plates. 

Note: These changes do not take effect until July 1, 2026. Until that date, all current decal and plate replacement requirements remain in force. For questions regarding your specific renewal, please contact our office.

Purchased from an Idaho dealer

If you bought a vehicle from an Idaho dealer, the dealer will prepare the application for title for you and file it with our office. The dealer must file within 30 days of delivery.

Purchased from an out-of-state dealer

If you bought a vehicle from an out-of-state dealer, the dealer may prepare the application for title for you and file it with ITD. If they do not, you must file the the required documents listed below with our office within 30 days of transfer to avoid a $20.00 late-filing penalty.

Purchased from a private party

  • Private party sale with a lien from a financial institution: The financial institution may prepare the application for title and file it with ITD. If they do not, refer to the instructions below
  • Private party sale with no lienholder: You must file the following documents with our office within 30 days of transfer to avoid a $20.00 late-filing penalty.

Required titling documents

    1. If bought used from a private party, you will need to provide the existing title with proper signatures releasing interest from the previous owner or lienholder.
    2. Odometer Disclosure for vehicles newer than 2010, weighing under 16,000 lbs.
    3. A VIN inspection completed by an officer of the law, DMV employee, military police officer, or Idaho licensed vehicle dealer if the vehicle is coming in from another state or has never been titled in Idaho before.
    4. Any applicable fees

    Optional: Title Application – Out-of-state dealers, lienholders, and leasing companies may prepare this for you.

    Situational:

    • Power of Attorney – Include if applying for a title through the mail. This authorizes the County Assessor to sign the application for the owner. The Power of Attorney must fully describe the vehicle and be signed by the owner/applicant.
    • In the event that a properly released title cannot be obtained, a Bill of Sale may be used; however, this process requires additional steps. See the form section below for a Bill of Sale and the Conditional Title Statement of Facts for the required steps.

    Duplicate titles

    Duplicate title processes are used when an owner’s title has become lost, mutilated, or illegible. It allows the owner to obtain a copy of their title and in some cases complete changes to that title record at the same time. There are several types of duplicate titles.

    • Standard Duplicate – Used when the owner needs an exact copy, with no changes, of their existing title. [$14]
    • Duplicate with Transfer – Used when the owner needs a copy of their title and is looking to sell the vehicle at the same time. Vehicle must be odometer exempt. [$14]
    • Affidavit of Lost Title – Used when the owner needs a copy of their title, but needs to change information on the title. At least one owner must remain on the title. [$14]
    • Undeliverable Title – This is where a title was returned to the department as undeliverable. [No fee if filed within 90 days]
    • Title Never Received – This is where the owner did not receive the title, but it was not returned to the department. [No fee if filed within 90 days]

    Corrections

    If a title has been issued with an incorrect owner name, lienholder name or vehicle description, the owner or lienholder must resubmit the title and include a signed letter of explanation. If the error was caused by faulty information provided on the original application, a $14.00 title correction fee is required.

    Conditions

    Generally, only Idaho residents and businesses may title and register vehicles in Idaho. Idaho residents who are temporarily in another state (i.e., students or military personnel) may request titles and registrations for their vehicle(s) through the mail. Likewise, lienholders located in other states who are financing vehicles for Idaho residents may request titles through the mail. If there is a lien recorded, the title will be mailed or electronically transmitted to the lienholder. If there is no recorded lien, the title will be mailed to the registered owner. The registration and license plates will always be issued (and mailed if necessary) to the registered owner.

    Recording Liens

    To record a lien on an existing Idaho title, the lienholder name and address must be printed in the new lienholder section of the title. The title and an $14.00 fee may be mailed directly to our office (130 North 6th Avenue, Pocatello ID 83201).

    Paperless Idaho titles are issued when a lienholder participating in Idaho’s ELT program is recording a lien. It generally remains paperless until the lien is paid and the lienholder sends an electronic transaction back to ITD requesting issuance of a paper title. Once the electronic lien is released, ITD prints the title and mails it to the customer the following day.

    Idaho License Plates

    Idaho’s standard license plate is the red, white and blue scenic Idaho plate. The standard plate includes a “county designator” in the plate number that corresponds with the county you live in – 1B for Bannock County.

    Please allow 6 weeks for new plates to arrive. You can track your plate order in the DMV Online Portal. Don’t put your registration tags on an old plate if you recently ordered a new one.

    Personalized Plates

    Personalized plates are plates with a combination of numbers and letters that you select. You can use them on passenger vehicles, commercial vehicles, motorcycles, and some recreational vehicles. Vehicles with a maximum gross vehicle weight over 26,000 pounds are not eligible for personalized plates.

    Personalized Plates Fees:
    $3.75 for standard registration fee
    $25 for first year of registration
    $15 for each subsequent year of registration

    You can personalize some special plates for an extra fee on top of the specialty plate cost and regular registration fee.

    Guidelines:

    • Your requested plate combination is subject to review.
    • The maximum number of characters you can use depends on the plate type you want to register. A character is a letter, number, or a space. Each space counts as one character.
    • Must be tasteful (in any language)
    • Must contain at least one character. The letter O and the number zero look the same on a license plate, therefore only the number zero will be accepted.
    • Cannot contain any punctuation or special characters.
    • Must not already be in use.

    If you allow the registration on your personalized plates to expire, the combination will become immediately available for reissue to another applicant.

    New Plates for 2026

    America250 – Available Now!

    In honor of America’s 250th birthday, Idahoans have the opportunity to sport a novelty license plate commemorating the milestone. This plate is available now until the end of 2026. A slightly different version will be available in 2027, without the “1776-2026” dates and “America250” printed on the bottom. Proceeds from plate purchases will fund the Idaho Heritage Trust.

    World Famous Potatoes – White & Black  – Available July 1st

    This plate will be the inverse of the popular Black and White version of the Idaho Famous Potatoes plate that was released in 2025. It will be available July 1st, 2026.

    The Bannock County Motor Vehicle office proudly serves our patrons as a vendor for the Idaho Parks and Recreation Department. We offer all permits in this office.

    Pricing on permits is as follows:

    • Invasive Species (resident non-motorized) Annual Permit: $10.00
    • Invasive Species motorized – vessel not registered in Idaho: $30.00
    • Idaho Motorized Boat Annual Permit: $31.50 – $67.50+ (based on length of vessel)
    • Park ‘N Ski 3-day Permit: $7.50
    • Park ‘N Ski Annual Permit: $25.00
    • Snowmobile Annual Permit: $45.50
    • Snowmobile Bi-Annual Permit: $89.50

    *Some pricing was changed by the Idaho Parks and Recreation Department in 2021. As a vendor, we do not set pricing.

    * There have been many legislative changes in 2021 that affect these permits, including now offering a 2-year or bi-annual permit for OHVs and Snowmobiles. You can find this and more information about those changes at https://parksandrecreation.idaho.gov/.

    The Idaho Transportation Department recently changed the renewal notice due to a new centralization process at headquarters. This process now has ITD processing all mail-in and online renewals that the county once processed for you. The introduction of this centralization is an effort on their part to make the process uniform across the state and provide faster renewal turn-around times on average statewide. You are not required to mail it to ITD. The county is still processing registration transactions regardless of the changes made by ITD for the mailing. You can mail them to us at Bannock County Motor Vehicles, PO Box 4969, Pocatello, ID  83205. You can also drop the completed check/money order and coupon in an envelope into our new drop boxes that are posted in the south parking lot next to our building. You are also still welcome to call and renew by phone using a credit/debit card or to come into the office to renew. 

    The Idaho Transportation Department recently changed the renewal notice due to a new centralization process at headquarters. They chose to make the renewal notice more transparent, as they felt one of the biggest complaints they received was that the price in the office was different from what was listed on the notice. This was due largely in part to the different credit card vendors and vendor processing fees across the state. ITD has listed the mail-in price for one year that you would complete your check or money order for. They have given you the website/online price that includes credit card transaction fees and convenience fees. They then have listed the QR code fee that goes directly through them, which quotes you with a credit card transaction fee. The last amount listed is the in-office amount. This amount, like the others, reflects an additional processing fee just in case you were to use a credit/debit card in the office. If you pay cash or with a check, the amount will be 3% less. If you are renewing in the office with a check, we encourage you to wait to fill out the amount on your check until you are in front of us, as the amount on the notice will not be accurate.

     No. We offer same-day service every day. Walk-in visitors will “Take-A-Number” from the machine in the front lobby and wait their turn. You can also schedule an appointment for a guaranteed date and time that works for your schedule. You do this by clicking this link to “Schedule an Appointment.” 

    Yes, we are open on Fridays! Our hours of operation are Monday-Friday, 8:00 a.m. to 4:30 p.m. We are closed on all federal holidays.

    An Idaho Driver’s License, Idaho ID card, IDOC card, and/or Concealed Weapons License. Any other government-issued ID will work, such as an out-of-state driver’s license or ID card, passport, VISA, consulate card, etc., if you also have a valid Social Security Number or ITIN. If you cannot get an ITIN or are in the process and have yet to be approved, we would need a denial letter from the SSA to proceed. Please see the brochure posted: “Personal Information Requirements for Titling and Registering a Vehicle.”

    You will need your driver’s license or other government-issued ID. If the registration is for a family member and you are not listed on the vehicle as an owner, please bring a copy of that family member’s ID (i.e., a picture on your phone) to process with us. Also, having the plate number or a copy of the old registration helps locate the correct vehicle, but this is not necessary.

    No. There are many options available for renewing your registration. You can mail in the registration coupon at the bottom of your notice with a check or money order. This address has recently changed; please look at the other frequently asked questions for an explanation. If you do not wish to mail it, you can place this registration coupon and your check or money order in an envelope and deposit it in the drop box in our south parking lot, next to the building. You can call our office directly and renew your registration over the phone by paying with a credit or debit card. Please make sure you have your driver’s license number for verification when using this option. Our credit card vendor charges a 3% fee on the balance, just like when you use this payment option in the office. The Idaho Transportation Department offers the option for you to renew your registration online at their website or by using their new QR code on the renewal notices (please be aware that both of these options include a percentage charged for using a credit or debit card, and the website also charges you a transaction/convenience fee as well). All these options result in the new registration document and decals being mailed to you.

    Idaho’s standard passenger license plates only cover you for a total weight of 8000 lbs. If you will or could exceed that weight on the roadway with your vehicle and what you are towing or loaded with, you will want to get a weighted registration. The only item being towed with your vehicle that is exempt from this rule is a 5th-wheel camp trailer, or bumper pull camp trailer. These weights can be set anywhere from 8001lbs to 16000lbs on the first level and between 16001lbs to 26000lbs at the 2nd level. Additional weighting that exceeds those listed is also available.

    No. We offer non-commercial weighted vehicle plates and registration and commercial weighted vehicle plates and registration. If you only use the vehicle for personal use and no business or commercial use, then we recommend the non-commercial option. If you will be using it for commercial or both commercial and personal use, then we recommend commercial registration. Non-commercial weights can be applied anywhere from 8001-60000lbs at the county office. We are limited to 26000lbs max registered weight on commercial vehicles at the county level, and anything over that must register at the port of entry.

    No. There is currently no option to process title work online with ITD or the county.

    The Idaho Title fee is $14.00. If the title is from out of state or we are providing a conditional registration while you are waiting on the title from the seller, a VIN inspection will be required, which is $5.00. You will pay 6% Idaho sales tax on the vehicle’s purchase price. If the purchase was made more than 30 days ago, you may also be assessed a penalty of $20.

    You will need a signed title from the seller. If the title is not signed, you will need a bill of sale from the seller that includes the vehicle identification number (VIN), vehicle description, amount the vehicle was sold for, a date of sale, and a signature from the seller. This can be an original or verified copy. If the title is out-of-state, you will need a VIN inspection completed. This can be done by the technicians in our office or by any officer of the law. The charge for a VIN inspection is $5. We only collect for VIN inspections done by our technicians and the Bannock County Sheriffs. You will pay directly to any other agency that conducts the VIN inspection. (Please verify that the seller you meet with is the title owner before completing your transaction with them. Idaho does not allow us to skip ownership, so if the person you are purchasing from is an in-between owner and not printed as an owner on the title, let them know they must title the vehicle before you purchase it. Unfortunately, this happens way more often than we can express. Please see the attached brochure: Top 10 Title and Registration Tips to Avoid Trouble.)

    The dealership will apply for your title on your behalf. They should have provided you with a pink copy of the Application for Certificate of Title in your documents. Please bring this with you when you come to register the vehicle. It is required to build the registration off of this document, and adjustments cannot be made to what is recorded on the document at that time.

    If you recently purchased it and have yet to receive a call from us letting you know that your title work is here and you have yet to receive it, you can come in with a copy of the contract of sale. Please also bring the vehicle with you so we can complete the VIN inspection (unless you have had an officer of the law complete one before coming – if so, bring that form with you as well). We will build a conditional registration (limited to 1 year) while we await the paperwork coming in. If you did receive a call from us or the paperwork from the dealer directly, bring in the paperwork you have, and we will complete the whole process above with you for full registration and title.

    If you hold the title to your vehicles, bring the title in with you, your ID (and a copy of the ID of anyone else on the title), and the vehicle for a VIN inspection (or the form completed by an officer of the law). We will transfer your title to an Idaho Title (mailed out to you in 2-3 weeks) and register your vehicle accordingly. If your title is held by a lienholder/lessor, bring in a copy of your most recent out-of-state registration, your ID (and a copy of the ID of anyone else on the registration), and the vehicle for a VIN inspection (or the form completed by an officer of the law). We will build a conditional registration (limited to 1 year) and have you fill out a request form to fax, mail, or email to your lienholder/lessor to have the out-of-state title remitted to us with the return of an Idaho title.

    We do not require proof of insurance to register your vehicle normally. If you received a registration suspension letter from the ITD Drive insured division, we need proof of insurance to lift the suspension and renew your registration.

     ITD prints and mails out your plates to you currently. These usually take 4-6 weeks. However, we inform customers that it could take up to 90 days to receive the plates. If you have not received them after 90 days, please stop by the office with your ID, and we can order a new set to be printed and mailed.
